The Overseas Administration Division is responsible for the effective overall administration, coordination, and operational support of over 60 Sri Lanka Missions and Posts abroad, ensuring their effective functioning in accordance with Government policies, administrative regulations, and the foreign policy objectives of Sri Lanka.
The Division is entrusted with the administration and career management of Sri Lanka Foreign Service (SLFS) officers, including matters relating to recruitment, appointments, transfers, promotions, cadre management, and coordination with relevant institutions. In addition, the Division oversees staffing matters pertaining to Missions abroad, including the appointment and management of both home-based and locally recruited staff.
The Division is further responsible for the management, development, rehabilitation, renovation, maintenance, and administration of overseas assets belonging to Sri Lanka Missions and Posts abroad, including both owned and rented properties. It also provides guidance on procurement, capital asset management, and financial compliance, ensuring prudent and efficient utilization of public funds.
The Travel Unit functioning under the Division, coordinates logistical and operational arrangements relating to diplomatic engagements and official overseas visits undertaken by Ministry officials, including visa facilitation, travel arrangements, and liaison with Missions abroad regarding the visits.
Further, the IT/Cypher Unit of the Division serves as a vital communication link between the Ministry, Sri Lanka Missions abroad, and other Government institutions, ensuring secure and uninterrupted official communication.
The Security Mail Unit attached to the Division is responsible for the handling and coordination of diplomatic pouch services, including special Diplomatic consignments.
