සැමදෙනාම ඉතා සාදරයෙන් විදේශ කටයුතු අමාත්‍යාංශයට පිළිගන්නවා. ජූලි මාසයේ 30 වෙනිදා තිබුනු මාධ්‍ය හමුවෙන් පස්සේ අද අපි හමුවන්නේ මාස 03කට ආසන්න කාලයකට පසුව. අගොස්තු මාසෙ 17 වෙනිදා පැවතුනු මහ මැතිවරණය සහ ඒ සම්බන්ධයෙන් තිබුනු මාධ්‍ය අවධානය යොමු කළ යුතු නොයෙකුත් සිදුවීම්  හේතුවෙන් සහ මෙම අමාත්‍යාංශයේ නිලධාරීන් කාර්ය බහුල වැඩසටහන්  හේතුවෙන් අපේක්ෂා කළ පරිදි සතිපතා මාධ්‍ය හමුවීම් තියන්න අපිට අවස්ථාව ලැබුනෙ නැහැ. අද ඉඳලා හැකිතාක් දුරට සතිපතා හෝ අවම වශයෙන් සති දෙකකට වරක්වත් අපි මාධ්‍ය හමුවීම් පැවැත්වීමට බලාපොරොත්තු වෙනවා ඉස්සෙල්ලා කරපු ආකාරයට. අද මාධ්‍ය හමුවට මට අමතරව මේ අමාත්‍යාංශයේ .. මේ අමාත්‍යාංශයේ අංශ කිහිපයක නිලධාරීන් සහභාගි වෙනවා.

පළමුවෙන්ම ආර්ථික කටයුතු  අංශය භාර ග්‍රේස් ආශිර්වාදම් මැතිනිය ඔබ අමතයි.

එතුමිය මෙම අමාත්‍යාංශයේ, උප ඇමති ලෙස කටයුතු කරන හර්ෂ ද සිල්වා මැතිතුමා මේ ළඟදි ඉන්දුනිසියාවේ IORA  සංවිධානයේ අමාත්‍ය මණ්ඩලීය රැස්වීමට සහභාගි වුණා. එතුමාගේ ඒ රැස්වීමට සහභාගිවීම සම්බන්ධයෙන් සහ යුරෝපා සංගමය විසින් ලංකාවෙන් අපනයනය කරන ධීවර නිෂ්පාදන සම්බන්ධයෙන් පනවන ලද තහනම පිළිබඳ යථා තත්ත්වය සම්බන්ධව කරුණු ඔබට ඉදිරිපත් කරයි පළමුවෙන්ම.

Thank you very much for the introduction. Let me speak to you about the recently concluded 15th IORA Council of ministers meeting which was held in Indonesia in a place called Padang.  The Hon. Deputy Minister Mr. Harsha De Silva represented Sri Lanka at the 15th Indian Ocean Rim Association which is called IORA, Council of Ministers in Indonesia. This is the highest body which takes decisions in this organization which meets annually.

So, during the meeting in Indonesia, Australia handed over the chairmanship to Indonesia.  The Council of Ministers meeting preceded by the Indian Ocean Rim Academic Group, the Indian Ocean Rim Business Forum, Working Group on Trade and Investment and Committee of Senior Officials.

IORA has 20 members and also 7 dialogue partners. Very important countries have sought partnership with the IORA and recently Germany was approved to be an IORA dialogue partner.

During the meeting the Association adopted a Declaration on Maritime Cooperation and also its focusing on the Blue economy.  In respect of Blue Economy related activities there was a declaration which was adopted in Mauritius this year.

So, on that, the council of Ministers gave further directives as to how it should be taken forward and the decision should be implemented in the member countries.

The main objective of this institution is to promote regional collaboration across the Indian Ocean Rim which is being addressed to its work plan under 6 priority areas, Maritime Safety and Security, Trade Investment facilitation, Fisheries Management, Disaster Risk Management, Academic Science and Technology  and Tourism and Cultural Exchange.

An IORA Centre of Excellence is established in Sri Lanka under the institute of Policy Studies in 2014.  So during the recently concluded meeting, under the special fund of this Association an activity named “Determining non market value of whale watching industries in Sri Lanka” was adopted or approved to be held in Sri Lanka.

This is a research project which will be conducted with a workshop attended by the member countries and the Ministerial meeting  concluded adopting a communique which decided to work on developing and IORA concord on regionalism with a view to deepening the existing intra-regional cooperation to be adopted in 2017, to coincide  with the Organization’s 20th Anniversary celebration.

So this issue was also discussed in detailed during the Ministers’ retreat. The Council also approved as I said before, Germany entering into the organization as a dialogue partner.

A declaration on IORA Maritime cooperation was adopted and to continue to work on developing Blue Economy in the interest of member countries was also approved and finally the council recognized the efforts of the institution to promote the visibility of the organization by way of seeking membership, observer status and other means of participation in other organizations not only but also in the international organizations.

In this regard the organization has submitted an application to the UNGA- the United Nation General Assembly and also the African Union to become an observer there.  So this is under consideration.  We understand the UNGA this time will take up this issue and IORA might become an observer in the UNGA.

So this is all about the Hon. Deputy Minister’s participation in the IORA meeting in Indonesia.  This is becoming a very important activity and also for us to promote economic development within the country.  This is going to support us, especially in terms of maritime safety and security.

ඉන්දීය සාගරයේ RIM සංගමයේ 15 වැනි IORA අමාත්‍ය සභා රැස්වීම ඔක්තෝබර් මස 23 වැනි දින ඉන්දුනීසියාවේ Padang නුවර දී පැවැත්වුණා. ගරු නියෝජ්‍ය අමාත්‍ය ආචාර්ය හර්ෂ ද සිල්වා මැතිතුමා මෙම සභාවේ ලංකාව නියෝජනය කළේය.

එම රැස්වීමේ වැදගත් ප්‍රතිඵල ලෙස :-

ප්‍රාදේශීයවාදය තවදුරටත් ශක්තිමත් කිරීමට තීරණය කරන ලද අතර එහි 7 වැනි IORAසංවාදයෙහි හවුල්කරුවෙකු ලෙස ජර්මනියේ ප්‍රවේශය අනුමත කළේය.

IORA සමුද්‍රීය සහයෝගීතාවය පිළබඳ ප්‍රකාශනය සම්මත කරගන්නා ලදී.

IORA සංගමයේ කලාපීය හා ජාත්‍යන්තර වැඩි දියුණු කිරීම සඳහා තීරණය කරන ලදී.

IORA යටතේ අවධානය යොමු කරනු ලබන වැදගත් විෂයයන් වන්නේ:-

1.නාවික අධීක්ෂණය හා ආරක්ෂාව

2.සාගර සම්පත් සංරක්ෂණය

3.පරිසරය ආරක්ෂා කිරීම

4.ධීවර කර්මාන්තය සඳහා කළමනාකරණය

5.වෙළෙඳ හා ආයෝජන පහසුකම්

6.ආපදා අවදානම් කළමනාකරණය

7.සංචාරක හා සංස්කෘතික හුවමාරු සහ අධ්‍යයන, විද්‍යා, තාක්ෂණය හා සම්බන්ධ ක්‍රියාකාරකම්ය.

IORA සංගමයේ කලාපීය හා ජාත්‍යන්තර පැතිකඩ වැඩි දියුණු කිරීම සඳහා තීරණය කරන ලදී. මේ සම්බන්ධයෙන් ක්‍රියාත්මක එක්සත් ජාතීන්ගේ මහා සභා රැස්වීම හා අප්‍රිකානු සංගමය තුළ නිරීක්ෂක තත්ත්වය ලබාගැනීමට ද කටයුතු කර ඇත.

අපි අර සාමාන්‍යයෙන් කියලා තියෙන විධියට ඉස්සෙල්ලා…. ප්‍රශ්නයක් අහන්න ඉස්සෙල්ලා නම සහ මාධ්‍ය ආයතනය කියන්න

ප්‍ර: මම නුවන් සේනාරත්න  රිවිර පුවත්පතෙන්.

ඔබතුමිය මේ අර Whale watching ගැන සඳහන් කරා. ඒ ගැන පොඩ්ඩක් පැහැදිලි කළොත්.

A: ලංකාවේ තල්මසුන් නැරඹීම, කර්මාන්තය නොවන වෙළඳපළ වටිනාකම මත වැඩමුළුවක් අනුමත කර ඇත. මේ වැඩමුළුව මේ IPS කියන ආයතනයෙන්  Institute of Policies Studies එහේ පවත්වන්න ලෑස්ති කරලා තියනවා. ඊට අවශ්‍ය වූ මුදල අනුමත කරලා තියනවා.

:         කොච්චර කාලයකින් කවද වගේ පටන් ගන්නද බලාපොරොත්තු වෙන්නෙ.

දැන් අපි ආවා විතරයි මැලේසියාවෙන් දැන් අපි පටන් ගන්න ලෑස්තියි මේ වේල් watching පටන් ගන්නේ December to March එතකොට අපේ member countries එන හින්දා we are trying  to whose this activity before March. Because we want to  give them an opportunity to see the whale watching in Sri Lanka before we start the research project.

A: නැහැ. මේක ආර්ථිකය සම්බන්ධ වෙයි. මේක research ලොකු research project එකක් මීට කලින් අපි මේක කරලා නැහැ. මේක මේ Whale වලට විතරක් නෙමෙයි මේක sub-species වලටත් අදාළ වෙනවා. මේක ලංකාවට විතරක් නෙමෙයි ලංකාව අපි present කරන්නෙ මේ case studies  එකට ලංකාව use කරන්නයි. හැබැයි මේ outcome එක අදාළ වෙන්නෙ මුළු ඉන්දීය සාගරයටම.

Q:         Inaudible  .....

A:         In Sri Lanka we have whale watching industry, well established one.  But  not all member countries have these industries, not common to all IORA  member countries, but  we are trying to do a research on this and the outcome or the  results will be shared with the member countries this can be applicable to other species  also. So conservation management and all that will come into play.

Q:         Inaudible

A:        The research will cover all aspects related to this industries, not about economic value.  It’s about non-economic value, where this is a different field. Because this is a kind of wealth that we need to preserve . So on that angle, we are trying to do a research.

Q:         Ranga from Reuters, were there any concerns that because of this industry growing  industry there is threat to this  whales or the species ?

A:         You know, increased economic activities will effect whale there being in this sea water.  This is one concern, increased number of shipping activities in the Indian Ocean and also our owned activities, human activities all will effect, and it will become endanger species so this is the concern that we have in the organization so let’s see how they are going to do this research . The research report will help and also address all concerns that you may have.

Q:         who is doing the research and what’s the cost of the project?

A:         Yes, it’s a good question because we have a center of excellence which is housed within the Institute of Policy Studies  and the budget that IORA is going to approve will be 50 thousands US dollars, but, in addition to that we are going to engage international Whaling  Commission they will also contribute because this 50 thousand will be sufficient only to host a workshop. But for the research, we will require lot of money because we have to engage experts from other countries. So we need lot of money, but International Whaling Commission and also Australia also interested in this research project. However we are going to do this an IORA project

Q:         Inaudible  ……

A:         Maritimes Security as you know there are so many illegal activities taking place in the Indian Ocean like drug trafficking IUU (illegal unreported and unregulated) illegal fishing activities and human trafficking and such activities will be addressed through Maritime Security and Safety.

Q:        This is Ramakrishnan of the  Hindu in India. The region of the area to be covered under the studies on whales- Is it the entire Indian Ocean region?

A:         It is an IORA project Entire Indian Ocean will be in their focus while doing the research.  But Sri Lanka will be the case that we present for the study.

Q:         Any idea about the whale’s population?

A:         No, I have no idea.  This is a technical issue because I am reporting what has transpired in the meeting, and we don’t go in to technical details and you know infrastructure and administrative arrangements I can tell you.

The next item is about EU ban on export of fish from Sri Lanka.

As you all know that the ban was imposed on the 14th of January 2015 and a red card was given to Sri Lanka due to the short comings in the administrative and legal infrastructure in the fishing industry of Sri Lanka and the EU advised Sri Lanka to combat illegal unreported and unregulated activities which is known as IUU fishing activities in Sri Lanka.

So Sri Lanka has taken effective measures, steps to address the short comings and improve legislative and administrative arrangements and the ban was particularly in the spheres of compliance, monitoring, controlling and surveillance related legal and administrative measures.  It was expected to be according to EU standards.

So, the Ministry of Fisheries and the Department of Fisheries, they addressed this issue during the last 10 months, and the report on the progress made on all those  issue identified by the European Commission’s Director General of Maritime Affairs  and Fisheries, E.C.D.G. Marie was sent to Brussels to be given to the DG Marie’s Office on 15th of October.

And as follow up to this there will be technical delegation, technical team from the DG Mari’s office visiting  Sri Lanka next month and they will be here from 12th -17th .

So they will do the audit of everything that they have done and also engage in dialogue.  So they are expected on the 12th to 17th of November.

As per the report of the technical team, once they go back, they will make a report according to the report, the EU will consider lifting the ban on import of fish from Sri Lanka to the EU region.

So this is the process of that we expect at the movement. So this is about EU and I can also try to read it Sinhala.

ශ්‍රී ලංකාවේ ධීවර කර්මාන්තය පරිපාලනමය හා නෛතික යටිතල පහසුකම් සම්බන්ධයෙන් පැවති අඩුපාඩුකම හේතුවෙන් යුරෝපා සංගමය, 2015 ජනවාරි 17 වැනි දින ශ්‍රී ලංකාවෙන් මසුන් අපනයනය කිරීම කෙරෙහි තහනමක් පැනවීය. නීත්‍යානුකූල නොවන, වාර්තාගත නොවු හා නියාමනය නොකළ කටයුතු මර්දනය කරන ලෙස යුරෝපා සංගමය ශ්‍රී ලංකාවට උපදෙස් ලබා දුන්නේය.

සමුද්‍රික කටයුතු හා ධීවර කටයුතු පිළිබඳ  යුරෝපා සංගමයේ අධ්‍යක්ෂ ජනරාල්වරයා විසින් හඳුනාගත් සියලුම ගැටළුවලට විසඳුම් ලබාදීමේ කටයුතුවල ප්‍රගති වාර්තාවක්, ඔක්තෝබර් 15වැනි දින බ්‍රසල්ස් හි පිහිටි අපගේ දූත මණ්ඩලය හරහා යවන ලදී.

 

මෙහි පසු විපරම් කටයුත්තක් ලෙස, සමුද්‍රික කටයුතු හා ධීවර කටයුතු පිළිබඳ යුරෝපා සංගමයේ අධ්‍යක්ෂ ජනරාල්වරයාගේ තාක්ෂණික ඇගයුම් කණ්ඩායමක්  නොවැම්බර් 12 දින ලංකාවට පැමිණීමට නියමිතය.

 

මෙම තාක්ෂණික කණ්ඩායමේ වාර්තාවට අනුව, යුරෝපා සංගමය, ශ්‍රී ලංකාවෙන් යුරෝපා රටවලට මසුන් අපනයන කිරීම පිළිබඳ තහනම් ඉවත් කිරීම සම්බන්ධයෙන් සලකා බලනු ඇත.

That’s all about the EU ban on fish export from Sri Lanka.  If you have any questions may I be able to answer.

Q:         How long from ban ………………..

  1. A.We have no idea because when they go back they will analyze and preparereport analyzing the sense they will review  the progress that we  have made and they will conclude whether  the progress is enough for them to prepare the report to the EU and if there are  still short coming I mean issues to be addressed they will come back to us but we expect that you know  in the way that we have prepared our report and progress they may be able to conclude this and send a report to the EU but I think it will be time consuming process it will take several months for us to hear from the EU.

Q: Will you be able to briefly tell us what are the changes Sri Lanka made to qualify for this ?

A: Well, first thing is about compliance with the fisheries regulations of the European Commission and specially about transponders, vessels monitoring system, radio co-signs and sanction schemes because they thought the sanction scheme was not sufficient enough to deter the violators and the administrative penalty system and then some regulatory arrangements to discourage Sri Lankans working in IUU related foreign vessels.  So these are the things and I think this evening also  we are going to the Prime Minister’s office because a Steering Committee has been established to work on this so the Prime Minister’s office is heading this and every month we went there to review  progress and last to two weeks back also we were there.  So this evening we are going there.  So We will have to seal this because already the report has been sent to Brussels but there are some remaining issues internal issues to be in addressed with that we will close this action point and then we will wait for the team to come and tell us whether it’s sufficient or whether there anything more to do.

Q: How many foreign vessels operated in Sri Lankan waters? What are those countries? How many men?

A:  I think its nearly 1600.  But it’s not definite number but we went according to the vessels monitoring system, radio call signs because we counted the number of vessels engaged in the Sri Lankan waters there are Sri Lankan vessels not foreign vessels.

Sri Lankan vessels I think you should not take a note of the number because we need to ask the Fisheries Ministry for the number but you know our responsibility was to ensure.  They all has this radio co-signs  vessel monitoring system etc. so we went every  month to check whether all of them have got it so at one point one thousand three hundred now I think close to  one thousand six hundred so that’s the number we have.

Q;  Not mistakenly,  you said that discourage foreign vessels  how many vessels be discouraged ?

A: No, No,  it’s about foreign vessels  in the sense there foreign vessels engaged in IUU activities which are not within the EU sanction they are outside the EU sanction because when you do business with them only these sanction will come.  So there are ships operating outside the EU region outside the EU radar.

So in those vessels they don’t want Sri Lankans  to work for them in the sense not to indirectly contribute to IUU fishing activities .  So they asked us to ensure that they don’t cooperate or contribute IUU fishing by foreign vessels

Q: So, how many foreign vessels discouraged?

A: We have no idea about this, because they have a list of vessels which are engaged in IUU activities which have also not come under their sanctions.

Q: May I know how many delegations will represent in this technical team coming to Sri Lanka?

A:  I think there will be around four two will be part of the technical duty to do the audit and checking the log and stuff  and they will also join the DG Mari representatives who will be principle adviser and I think all together  there will be four.

Q: Any other countries in recent time?

A: yes, there were other countries.  They have managed to comply with the, or address to issue and they got green card back.

ප්‍ර: යුරෝපිය සංගමය විසින් කියලා තිබ්බා මේ .. ධීවර කටයුතු සම්බන්ධයෙන් ලංකාව තුළ පවතින නීතිරීති ජාත්‍යන්තර මට්ටමට ගැලපෙන්නේ නැහැ උදාහරණයක් හැටියට දැන් දඩ මුදලක් නියම කළොත්  ඒ මුදල් ප්‍රමාණයත් ඔවුන්ගේ මට්ටම් වලට ගැලපෙන්නේ නැහැ කියන එක සම්බන්ධයෙන්. එතකොට මේ ධීවර තහනම ඉවත් කරගැනීමත් එක්කම මේ නීති සම්බන්ධයෙන් යම්කිසි සංශෝධනයක් සිදුවෙනවද?

ඔව්. දැනට penalty system එක revise කරලා තියනවා increase කරලා තියනවා. ඊට අමතරව administrative penalty system එකක් දාලා තියනවා. දැන් ගොඩාක් කල් අපි ඉන්න අවශ්‍ය නැහැ. Catch එක හැටියට අර penalty එක මදි කියලා කියනවා EU system එකෙන්... Vessel Load of fish ඒගොල්ලන් අල්ලලා තියනවා මේ IU illegal fishing එක. දඩමුදල පොඩි ගාණක් එනකොට ඒක ගෙවලා  ඒගොල්ලන්ට එතන ලාභයක් තියනවා. ඒක හරියට deter වෙන්නේ නැහැ කියලා deter එකක් මේව වෙන්නෙ නැහැ කියලා තමයි අපිට වැඩි කරන්න කියලා තියෙන්නෙ දැනට තියෙන එක sufficient නැහැ කියලා.

දැන් ඒක දාලා තියනවා cabinet එකට දාලා තියනවා. වැඩි විස්තර අපිට cabinet approval එකට  පස්සෙ දෙන්න පුළුවන්.

(පැහැදිලි නැත) .....සම්පත් දෙපාර්තමේන්තුවත් එක්ක කථා කරපුවම එතනින් මිස්ට ප්‍රනාන්දු මං හිතන්නේ එතන අධ්‍යක්ෂ ජනරාල්තුමා එතුමා කිව්වා, මේ මාසෙ අවසන් වෙනකොට මේ 31 වෙනිදයින් ඔය මේ අවශ්‍යතා සපුරා ගන්න දුන්නු කාල සීමාව අවසන් වෙනවා කියලා. එතකොට දැන් ඒ එහෙම අවසන් වෙනවත් එක්කම ඒ කියන්නෙ දැන් මේ නියෝජිත කණ්ඩායම එන්නෙ නොවැම්බර්  12-17 එතකොට මේ කාලසීමාව අවසන්. ඒ සම්බන්ධයෙන් ගැටලුවක් නැද්ද?

නැහැ ගැටලුවක් වෙන්නේ නැහැ. මොකද ඒගොල්ලොන් අපිට කියලා තියනවා at least draft at should be there to show them we have taken action දැන් ඊට වඩා ඉදිරියට ගිහිල්ලා තියනවා දැන් කැබිනට් එකට දාලයි තියෙන්නෙ ඒ හින්දා ඒගොල්ලන් එනකොට ඒ කැබිනට් approvalලුත් අපිට හම්බවෙලා තියෙන්ඩ පුළුවන්. ඒ හින්දා we would have completed they action  by that time.

ශ්‍රී ලංකා මුහුදු සීමාව තුල ඉන්දීය ධීවරයන්ගේ බලපෑම මේ තහනම මුල් කරගැනීමට මොකක් හරි හේතුවක් වෙලා තියෙනවද?

I am sorry I couldn’t address you all in English earlier.  I only spoke in Sinhala so, warm welcome all of you to the Ministry of Foreign Affairs.

As I said  earlier we are meeting after several months and due to the parliamentary election and various events that were held which were media interest and also due to scheduling difficulties we were unable  to have regular media briefing and but I think now we have  planned to have briefings weekly or at least once a fortnight for those who joined  late just now, we had my colleagues in the Economic Affairs Division, the head of the Economic Affairs Director General Mrs. Grace Asirwatham and Asst. Director Mr. Walakuluge briefed you all on Deputy Minister’s participation in IORA Ministerial Conference in Indonesia and regarding the current status of the fishing ban imposed of other ban on Sri Lankan fishery product by the EU Union and now my colleagues from the East and Asia and Pacific Division, Mr. Ameer Ajwad who is in the middle,  he is the Actg. Director General for East Asia and Pacific and then on his left Mr. Suranga Algewatte, Asst. Director and on his right is Ms. Savitri Panabokke, Director of the same division.

They will brief you on the Hon. Prime Minister’s visits to Japan and Singapore and the upcoming visit of the H.E the President to Thailand.

Ladies and Gentlemen, pleased to meet you.  This is the first time I think I am meeting you thank you for your presence here thanks my colleague Mahishini for that introduction.

I think I start with His Excellency President’s visit.  Let me start first with His Excellency President Maithripala Sirisena’s visits to Thailand from 01st November to 04th November.   His Excellency the President will undertake on official visit to the Kingdom of Thailand from 01st to 04th November 2015, on an invitation extended by Prime Minister of Thailand. The visit also coincides with the celebrations of the 60th Anniversary of the establishment of diplomatic relations between Sri Lanka and Thailand. This is a highlight of the visit as well.  During the Visit, Excellency the President will be received in audience by Her Royal Highness Crown Princess Maha Chakri Sirindhorn, and bilateral discussions will be held between His Excellency President Maithripala Sirisena and the Prime Minister of Thailand.  The discussion, is of course, is expected to focus on the areas of mutual interest to enhance bilateral cooperation on various aspects particularly to have the tourism sector, IT sector, Agricultural cooperation, Cultural Religious Cooperation.  In fact we have long age of relationship with the Kingdom of Thailand to bi-lateral discussions will  focus on those areas of mutual interest and to enhance closer cooperation between two countries.

President, Maithripala Sirisena will also address a business forum organized by the Thai Joint Standing Committee on Commerce, Industry and Banking. Sri Lankan delegation, business delegation also will be participating the business forum from Sri Lanka.

At the Business Forum, the Deputy Prime Minister and Economic Affairs Ministry of Thailand will associate with the His Excellency the President of Sri Lanka.  And also our Mission in Thailand has organized a cultural event, cultural evening to mark the 60th Anniversary of the establishment of the diplomatic relations. On the first day and also His Excellency the President will meet the Sri Lankan community on the same day in Thailand in Bangkok.  And also a meeting has been organized to meet with CEOs of main Private Sector, Thai Private Sector Companies between His Excellency President and ECOs of Private Sector companies. And also, another highlight of this visit is exchange of commemorate of stamps between two countries to mark the 60th anniversary of the establishment of the diplomatic relations.  That will two leaders will witness exchange after the bilateral meeting. Our Postal Department has organized the event and they will also accompany with the Excellency the President.  Another highlights of this visit during the visit, His Excellency the President, will launch an exposition of the Sacred Relics from the Mahiyangana Raja Maha Viharaya in Puttamonthon in Thailand. So, that is one of the main highlights of this visit, so, His Excellency the President will bring this Sacred Relics to Thailand with him when he travels to Thailand.  The exposition will   continue until the 16th November 2015 and after event His Excellency the President left the country it will continue.  And also another highlight of this visit is to mark this occasion a statue of Gautham Lord Buddha will also be gifted to the people of Thailand as a symbol of the close friendship maintained between Sri Lanka and Thailand. Sixty Venerable priests from temples across Sri Lanka will travel to Thailand to be part of the religious events which are scheduled for this occasion.

So that is also cultural religious aspects of this event, and also we promote these relationship further enhance in relationship all these aspects of this visit so, that is a brief account of the visit of His Excellency the President to Thailand from 01st to 04th November 2015.  I think in Sinhala my colleague Mr.Suranga Alagewatte will give you in Sinhala Language.

සුභ උදෑසනක් ඔබ සැමට, මෙම සංචාරය පිළිබඳව සිංහලෙන් පොඩි විස්තරයක් කරනවා නම් අතිගරු මෛත්‍රිපාල සිරිසේන ජනාධිපතිතුමා නොවැම්බර් 01 වැනි දා ඉඳන් 4 වෙනිදා දක්වා තායිලන්තයේ නිල සංචාරයක යෙදීමට නියමිතයි. මෙම සංචාරය සිදුවන්නේ තායිලන්තයේ අග්‍රාමාත්‍ය ප්‍රියාත් චාන් ඕ චා මැතිතුමාගේ ආරාධනයකට අනුවයි. ඒ වගේම දෙරටේ රාජ්‍යතාන්ත්‍රික සම්බන්ධතා ඇතිවී වසර 60 ක් සපිරීම නිමිත්තෙනුත් මෙම සංචාරය සිදුවෙනවා. මෙම සංචාරය අතරතුරදී අතිගරු ජනාධිපතිතුමා තායිලන්තයේ ඔටුන්න හිමි මහා චක්බි සින්ත්‍රෝම් රාජකුමාරිය බැහැදැකීමට නියමිතයි. තවද අතිගරු ජනාධිපතිතුමා තායිලන්තය අගමැතිතුමා සමග ද්විපාර්ශ්වික සම්බන්ධ සාකච්ඡා පවත්වනවා මෙම සංචාරය අතරතුරදී. ඊට අමතරව  අතිගරු ජනාධිපතිතුමා ශ්‍රී ලංකා තායිලන්ත ව්‍යාපාරික ප්‍රජාව හමුවක් ද ඇමතීමට නියමිතයි. මෙම ව්‍යාපාරික හමුව තායිලන්තයේ වාණිජ කර්මාන්ත හා බැංකු සංගමය විසින් සංවිධානය කරලා තියනවා. මෙම අවස්ථාවට තායිලන්තයේ අග්‍රාමාත්‍ය, නියෝජ්‍ය අග්‍රාමාත්‍ය හා ආර්ථික කටයුතු පිළිබඳ අමාත්‍ය සොන්කිට් චට්ටුස් පි ..  මැතිතුමාත් සහභාගි වෙනවා. මීට ශ්‍රී ලංකා ව්‍යාපාරිකයන් ද සහභාගිවීමට නියමිතයි. මෙම සංචාරයේ දී ඇත්තටම ආගමික කටයුතුවලට මුල් තැනක් දෙමින් සිදුවෙනවා.  විශේෂයෙන්ම මෙම රටවල් දෙක ඉතා සමීප සහ ශක්තිමත් ආගමික සම්බන්ධතා තියෙන රටවල් දෙකක් හේතුවෙන්. ජනාධිපතිතුමා සමගම සර්වඥ ධාතු  මහියංගන රජමහ  විහාරයේ තැන්පත් කර ඇති සර්වඥ ධාතු  මහියංගනයෙන් තායිලන්තයට වැඩම කරවනවා. එම විවෘත කිරීමත් උට්ටමොන්ටන් නගරයේ දී අතිගරු ජනාධිපති මෛත්‍රිපාල සිරිසේන ජනාධිපතිතුමා අතින් සිදුවෙනවා. මෙම positionඑක සර්වඥ ධාතු ප්‍රදර්ශනය නොවැම්බර් 16 වෙනිදා දක්වා උට්ටමොන්ටන් හි දී පැවැත්වෙනවා. ඊට අමතරව ගෞතම බුදුන්වහන්සේගේ පිළිමයක් ද තායිලන්ත ජනතාව වෙනුවෙන් ජනාධිපතිතුමා විසින් ප්‍රදානය කරනවා. ඒක අයෝධ්‍යවල තියෙන ධර්මාරාම විහාරස්ථානයේ තැන්පත් කිරීමක් සිදුවනවා. ඒ ධර්මාරාම විහාරස්ථානය බොහොම වැදගත් විහාරස්ථානයක්. ලංකාවේ බෞද්ධ කටයුතු පිළිබඳ මොකද සීවලී මහරහතන් වහන්සේ උපසම්පදාව අරන් ආවයි කියලා පිළිගන්නෙ මේ පන්සලේ ඉඳලා.  මීට අමතරව ස්වාමින් වහන්සේලා හැට නමක් ජනාධිපතිතුමාත් සමග තායිලන්තයට වැඩම කරලා බැංකොක් නුවර උට්ටමොන්ටන්වලත්, ඒ වගේම  අයෝධ්‍යා වලත් සර්ව රාත්‍රික පිරිත් සජ්ජායනා දෙකක් පවත්වනවා.  මේව තමයි ආගමික පැත්තෙන් සිදුවන මූලික අවස්ථා මෙම සංචාරයට සම්බන්ධව. මීට අමතරව රටවල් දෙකේ 60 වැනි රාජ්‍යතාන්ත්‍රික සම්බන්ධතා සම්බන්ධව ඒකාබද්ධ සමරු මුද්දරයකුත් නිකුත් කිරීමට කටයුතු සූදානම් කරලා තියනවා.  මේව තමයි ජනාධිපතිතුමාගේ සංචාරය පිළිබඳ විස්තර කෙටියෙන් ...

Thank you, I think I will go on the other briefing on the other visit as well and then we will take the questions.

Now I’ll brief you on Hon. Prime Minister’s visit to Japan. ………. Of course, Hon. Prime Minister Ranil Wickremesinghe undertook an official working visit to Japan from 3-7 October 2015 on an invitation extended by Hon. Shinzo Abe, Prime Minister of Japan.

Hon. Prime Minister was accompanied by Madam Maithree Wickremesinghe and the  delegation consisting of Hon. Mangala Samaraweera, Minister of Foreign Affairs, Hon. Ravi Karunanayake, Minister of Finance, Hon. Susil Premajayantha, Minister of Science, Technology and Research, and the Secretary to the Prime Minister, and the Advisor to the Hon. Prime Minister Dr. R. Paskaralingam and the officials from the  Hon. Prime Minister’s office and the Ministry of Foreign Affairs and the Ambassador designate to Japan now the Ambassador he has presented his credential now he is the Ambassador, Professor Dhammika Dissanayake and Prof. Monte Casim, Senior advisor of the Hon. Prime Minister and the Mission’s officials in Tokyo.  Hon. Prime Minister of course delivered key note address at the International Conference on the Science and Technology in Society Forum in Keyoto on 04th October 2015 and Hon. Prime Minster also had a series of meetings with  dignitaries in Japan including Ministers, Deputy Prime Minister, Minister of Foreign Affairs, Vice President  of Ruling democratic party and a Minister of Internal Affairs, Communications, President of JAICA  and other dignitaries and also Hon. Prime Minister delivered a 30 minute address titled “Japan-Sri Lanka Relations: Future Directions at the DIET it was called a memorial speech of Hon. Prime Minister at the Diet Member Office Building of the House of Representatives of Japan. This event was chaired by the Hon. Prime Minister of Japan and Vice President of the LDP party respectively.

Hon. Prime Minister and the delegation had a bilateral Summit Meeting with Prime Minister Abe and his delegation at the Prime Minister’s office and discussed wide range of matters of mutual interest. Specially on this, during the meeting, of course the two leaders decided to establish a “Comprehensive Partnership” between the two countries.

That was the main area of highlights of the visit, outcome of the visit comprehensive partnership between Sri Lanka and Japan which covered various areas of various aspects of cooperation and also it was with main focus three areas Promotion on investment and Trade second, cooperation on the National Development planning in Sri Lanka 3rd, national reconciliation and peace building.  These are the main focused areas under this comprehensive partnership between Sri Lanka and Japan.

So I think after this meeting, we issued a joint declaration which is a six page documents that can be taken as a policy document for the future cooperation between Japan and Sri Lanka.  That gives you I mean it has been circulated and it has been in the public domain now.

So having said that and also that one of the highlights of the visit of the during the visit  there was a  Yen Loan Package Japanese  Yen 45 billion was signed between Sri Lanka & Japan to the development project of Bandaranaike International Airport. And also the Hon. Prime Minister met with the Japanese Parliamentary Sri Lanka Japan Parliamentary League and they hosted a luncheon reception for Hon. Prime Minister and the delegation.  And we met the Sri Lankan expatriate community in Japan. So, we exchange many ideas and views during the visit with the Sri Lankan community in Japan. And Hon. Prime Minster also had an audience with Emperor Akihito at the Imperial Palace.

And it was a very productive very successful visit by Hon. Prime Minister to Japan and now the follow up meeting and actions are being taken on those issues.  That’s on Japanese visit and then other visit was by Hon. Prime Minister to Singapore.

 

Visit of Hon. Prime Minister to Singapore

Other visit was by Hon. Prime Minister to Singapore that was categorized as a “Working “ visit to Singapore the Prime Minister met with his counterpart  Lee Hsien Loong  for a luncheon meeting on 16thOctober. Hon. Malik Samarawickrama also attended the luncheon meeting.

The Prime Minister was also hosted for a dinner on 16th October by Hon. S. Shanmugam, former Minister of Foreign Affairs and current Minister for Law. Other Ministers present at the dinner were Mr. Dharman Shangmugaratnam, Deputy Prime Minister and Coordinating Minister for Economic and Social Policies, Dr. Vivian Balakrishnan, Minister for Foreign Affairs, Mr. Heng Swee Keat, Minister for Finance and Mr. S. Iswaran, Minister for Trade and Industry.

The Sri Lankan delegation was accompanied Hon. Prime Minister were Mr. Arjuna Mahendran, Governor, Central Bank and Mr. Saman Ekanayake, Secretary to the Hon. Prime Minister, Hon. Malik Samarawickrema, Minister of Development Strategies and International Trade and the High Commissioner designate to Singapore, Mr.  Nimal Weeraratne.  The Prime Minister also met with the dean of the Lee Kuan Yew School of Public Policy Prof. Kishore Mahbubani on 16th.  They discussed the following issues following matters.

First, Capacity Building and technical cooperation, including training of Sri Lanka’s civil servant.

Second, enhancing the role of various training institutes in Sri Lanka basically for the capacity building and then there was a tea session with the Singaporean business hosted by the High Commissioner of Singapore to Sri Lanka on 16th  October.

At that session, Hon. Prime Minister of  Sri Lanka Hon. Ranil Wickramasinghe explained the  future economic plan of the government of Sri Lanka  including mega polis plan, restructuring public and private along an encouragement to Singaporean investors, specially for joint ventures and PPP private public partnership in Sri Lanka and also several Singaporean establishments expressed interest to investment  in Sri Lanka in diverse areas   example for IT, furniture etc. That’s about the Hon. Prime Minister’s visit to Singapore.  Having said that, we can open flow for the question.  Sorry,  I’ll ask  my colleague to give that in Sinhala language.

A: Yes it is a new loan.  It has already been  granted and we had exchanged of loan.  It is a new loan.

 

Q:But it was any way extension of the airport was done by the Japanese right? It was on ….?

A; It is a new loan package

Q: On top of what we get? Or is that already Japan has committed for expansion of …?

A; Second phase of the loan we have first phase is already completed now this is a second phase of loan that we had exchange of notes during the visit of the Hon. Prime Minister 45 billion Japanese Yen

Q: any word about the digitalization of the TV Spectrum

A: No…No

Q: Any discussions ?

A: No I think Hon. Prime Minister said that committee has been establishment/appointed to discuss to look at that issue.  So it’s up to the committee it’s outcome of the committee.

Q: What do you have to say about this media report that the Prime Minister by passed the Foreign Ministry, in his  first visit to ….?

A: No, I was the part of the delegation

Q; But you all were not taken, he had not taken your briefing and discussions?

A; I was participating I was the part of the delegation so all the meetings there I was participating.

Q: So but the reports that …?

Those are media reports. I think I was every and each meeting I was attending with Hon. Prime Minister.

A:  I am sorry I don’t have any information on that.

Q; There had been statement from the Indian side about the bridge project but any formal communication that your Ministry has received?

A: No.

Then what is the ………. Is there

Q:  Any  significance of  timing the release of that 86 fishermen?

A: From what I understand. Right now there 120 Indian fishermen in Sri Lankan custody and 36 Sri Lankan fishermen in Indian custody and all these fishermen Sri Lankan fishermen in Indian custody as well the Indian fishermen in Sri Lankan custody are to be released very soon. A decision has been taken in principle but as you know there are certain procedure that need to be followed. So, those processors   actually began today from the information that I have and so within the next couple of days I think all Indian fishermen in Sri Lankan custody as well Sri Lankan fishermen in Indian custody should be released.

Q: Few weeks ago the  Sri Lankan Cabinet decided  to   implement to one more housing project some 65 thousand houses in the first phase so has India been sounded about   this for assistance?

A: Apart from the existing agreement of assistance the Indian Government is providing, I don’t have any information regarding any additional housing assistance .But I can find that for you…

දැනට කියන්නෙ මීට කලින් අපි කියලා තියන තත්ත්වයට  වැඩිය වෙනසක් තාම නැහැ. අපි මීට කලිනුත් කියලා තියනවා මේ අපි Statement එකකුත් issue කරලා තියනවා මේ අමාත්‍යාංශයෙන් ජූනි මාසෙ 8 වැනිදා. ඒ මාධ්‍ය ප්‍රකාශයේ අන්තර්ගත කරුණුවලට අමතරව අළුත් තත්ත්වයක් දැනට නැහැ. ඒකෙ අපි කිව්වෙ මේ ශ්‍රී ලංකාවට අයත් මුහුදු තීරයේ ධීවර කටයුතු කරන ඉන්දියන් ධීවරයන් පිළිබඳ ගැටළුව විශේෂයෙන්ම මේ රටේ උතුරු ප්‍රදේශයේ වාසය කරන ශ්‍රී ලංකා ධීවරයින්ගේ දිවි පෙවෙත කෙරෙහි මෙන්ම ඉන්දියානු ධීවරයින්ගේ දිවි පෙවෙත කෙරෙහි ද බලපාන ප්‍රශ්නයක් හෙයින් ඒක දෙපාර්ශ්වයම විසින් සුපරික්ෂාකාරීව අවධානයට ලක් කළ යුතු කාරණයක්. ශ්‍රී ලංකාව මේ පිළිබඳව හොඳින් තේරුම් ගෙන තියෙනවා. ඒ වගේම ඉන්දියන් නිලධාරිනුත් මේ ප්‍රශ්නය සම්බන්ධයෙන් සම්පූර්ණයෙන් වගකීමකින් කටයුතු කරනවා මේ දෙපාර්ශ්වය අතර සාකච්ඡා මාර්ගයෙන් යම්කිසි පිළිතුරක් සොයා ගන්න ඕන කියලා නමුත් මේක ඉක්මණින් කරන්න පුළුවන් දෙයක් නෙමෙයි. ඒ වගේම ධීවරයින් යොදා ගන්නා, ඒ කියන්නෙ මසුන් ඇල්ලීමට යොදා ගන්නා ක්‍රමවේදයන් ඒ කියන්නේ මූද පතුලෙ දැල් දමලා ට්‍රෝලර් මගින් වෙන ව්‍යසනය සහ හානිය සම්බන්ධයෙනුත් සාකච්ඡා කරලා තියනවා දෙපාර්ශ්වයම. නමුත් මේක ජීවනෝපාය මාර්ගයන් සම්බන්ධයෙනුත්, මානුෂීය පැත්තකුත් තියෙන ප්‍රශ්නයක් නිසා මේකට සාකච්ඡා මාර්ගයෙන් දෙපාර්ශ්වයම සහයෝගයෙන් කටයුතු කරලා පිළිතුරක් සොයා ගතයුතු ප්‍රශ්නයක් කියලා තමයි දෙපාර්ශ්වයේම එකඟත්වය.

ඔය කියන්නෙ එකඟත්වයට ඇවිල්ලා තියනවාද කියලා එහෙම එකඟත්වයක් නැහැ. නමුත් සාමාන්‍යයෙන් මේක මානුෂීය ප්‍රශ්නයක් වශයෙන් තේරුම් අරගෙන දෙපාර්ශ්වයම විටින්විට අත්අඩංගුවට ගන්න ධීවරයන්ව නිදහස් කිරීමේ ප්‍රතිපත්තියක් තමයි සාමාන්‍යයෙන් ප්‍රතිපත්තියකට වැඩියෙන් practice එකක් ඒ කියන්නේ. ක්‍රියාමාර්ගයක් තමයි අනුගමනය කරන්නේ ඉතින් දැනට මම කියනව වගේ ඉන්දීය ධීවරයෝ 120 ක් ඉන්නවා ශ්‍රී ලංකාවේ අත්අඩංගුවේ. ශ්‍රී ලංකා ධීවරයෝ 36 දෙනෙක් ඉන්නවා ඉන්දියා අත්අඩංගුවේ මේ දොගොල්ලන්ම නිදහස් කරන්න තීරණය කරලා තියෙනවා ඒ වෙනුවෙන් ක්‍රියා මාර්ග ගැනීම අද උදෑසන පටන් ගත්තා. ඒ කියන්නේ ඒ නිසා තව දවස් කීපයක් යනකොට මේ ධීවරයන් දෙපාර්ශ්වයෙන්ම අත්අඩංගුවේ ඉන්න ධීවරයන් ඉක්මණින් නිදහස් කෙරෙනු ඇති.

ඒ කියන්නෙ සියලු දෙනාම නිදහස් කරනවා කියන එකනෙ. ලංකාවේ 120 ඉන්දියාවෙ 36 සියලු දෙනාම නිදහස් කරනවා.

ඒ සිදුවීම් සම්බන්ධයෙන් හුඟක් අපි මාධ්‍ය ප්‍රකාශ විසින් තොරතුරු ලබාදුන්නා මාධ්‍යයට නමුත් ඕගොල්ලන්ට විස්තරාත්මක තොරතුරු අවශ්‍ය නම් අපි ලබන සතියේ මාධ්‍ය හමුවේ දී ලබලා දෙන්නම් දෙකම සම්බන්ධයෙන්, ජනාධිපතිතුමාගේ සංචාරය සහ ජිනීවා වාර්තාව සහ ඒ පිළිබඳව කරන කටයුතු මං හිතන්නෙ ඒක නම් පාර්ලිමේන්තුවෙත් සාකච්ඡාවට නැගුනා ගිය බ්‍රහස්පතින්දා සහ සිකුරාදා දිනවල නමුත් ඕගොල්ලන්ට යම්කිසි තොරතුරක් ඊට වැඩිය අවශ්‍ය නම් අපි ලබාදෙන්න ලෑස්තියි. කියන්නෙ හරියටම ඕගොල්ලන්ගෙ ප්‍රශ්න මොනවද කියන එක සම්බන්ධයෙන් අපිට ලිඛිතව දැනුම් දෙන්න පුළුවන් නම් ඊ මේල් මගින්, එතකොට අපිට වඩාත් කාර්යක්ෂම විධියට ඕගොල්ලන්ගෙ ප්‍රශ්නවලට උත්තර සපයන්න පුළුවන් ලබන සතියේ.
