You may find relevant information in the Immigration Department web site.

How can I register births, deaths and marriages in a foreign country?

  • A diplomatic or consular officer of a Sri Lanka Mission abroad can register births, deaths, and marriages of a citizen of Sri Lanka, which occurs in a foreign country.
  • The Registration of a Birth or Death will be made in Sinhala or if the Applicant so desire in Tamil.
  • English translation of a birth or death registration can be obtained from Missions abroad.

How can we attest the certificate of a person (Sri Lankan) who is living in a foreign country?

Attestation of the certificate can be done through person's mother/father/brothers/sisters and blood relations by contacting the Consular Affairs Division.

What are the supporting documents for attestation of documents to be submitted at the Consular Division of the Foreign Ministry?

Passport copy of the applicant and letter requesting for attestation to Consular Division.


      Who is eligible for repatriation?

  • Those who are forced to work even after the completion of their contract period.
  • Those who have completed their period of sentences in case had they been convicted by a court of law abroad.

      Who is not eligible for repatriation?

  • Those who have run away from the sponsor and work outside.
  • Those who violated the law of the country where they are working.
  • Those who serve jail sentences.
  • Those who have not completed their contract period of work.

      Are there any other grounds on which Sri Lankans could be repatriated?

Yes, on humanitarian ground. For this too certain conditions have to be met.

  • If it was premature recall, the NOK or employee has to pay the sponsors the full/ part of the money he spent to employ him/her.
  • The cost for return passage air has to be borne by the employee/ NOK.

Note: This repatriation possible   only when the sponsor agrees to send the employee before the termination the contract period. However our Officials at the Missions will do their level best to convince the sponsor’s concerned to repatriate the deserving cases.

      How to initiate the repatriation process.

  • The NOK has to visit the Repatriation Section/ Consular Division and fill up a form.

  • They can send the following by fax or mail to the consular Division.
    • Copy of the passport
    • Copy of the Visa page
    • Copy of employment contract with details of sponsors
    • Address and telephone numbers of local and foreign agents
    • Contact numbers and address of the aggrieved migrant if availableIf detained abroad by the law enforcement authorities, details of the detention Camp/Prison etc.Contact number of the NOK

How to remit the money related the repatriation?

  • The money should be deposited with the Accounts Brach of the Ministry of External Affairs which is located at the 4th Floor of the building where the Consular Division functions. A receipt will be issued for the deposited amount

1.     How to do authentication of documents?

  •       The Document Authentication section is opened from Monday to Friday (Closed on public holidays)
  • Application forms are issued from 6.00 a.m. to 1.00 p.m. at the Issuing Counter of Consular Affairs Division (5th Floor of the Board of Investment Building) and accepted for attestation from 7.30 a.m. to 01.00 p.m.
  •       The attested documents are returned to the owners from 8.00 a.m. onwards by calling the token numbers, time to time.

2.     What documents can be attested?

  •      This Division authenticates Birth, Marriage, Death certificates, Educational certificates i.e. G.C.E. (O/L) and (A/L) certificates issued by the Examination Department, other educational certificates (i.e. Degree certificates, vocational training certificates etc.,) to be forwarded to foreign countries, Affidavits, Police Clearance Certificates, Copies of National Identity Card/ Passport, Driving license and certificate issued by Lanka automobile Ltd with regard to international driving license certificate  and Export/ Commercial documents.

3.     What is the fee?

  1.      GCE (O/L) and GCE (A/L) certificates            Rs.      250.00 (Per copy)
  2.      Export related documents                            Rs.      5,000.00 (Per one set)
  3.      All other documents                                    Rs.      500.00 (Per copy)
  4.      Non Sri Lankan citizens                                Rs.      1,000.00 (Per document)

How can you apply  for certificate of birth, marriage, death, occurred abroad?
Procedure to apply for a birth certificates

  • A fee Rs. 375/= should be paid at the Consular Affairs Division
  • The receipt of the payment the marriage certificate, passport copy, birth certificates issued by the relevant hospital in the respective country and the declaration should be handed over along with the application form to the Registrar General Department’s Central Record Room at Maligawatta, Colombo 10.

Procedure to apply for a death certificates

  • A fee Rs. 375/= should be paid at the Consular Affairs Division
  • The receipt of payment, birth certificates of the deceased, cancelled passport, death certificates issued by the relevant hospital details and burial details, should be handed over along with the application form to the Registrar General Department’s Central Record Room at Maligawatta, Colombo 10.

How long it will take to process the application?

  • 2 to 3 months
